Witte Plannen

The year 1965 is in the Netherlands also known as the Provo-year. The color white is standing for innocence as well as for provocation. All kind of playful white plans are thought out. The most known are the White Bike and the White Car.

Het jaar 1965 wordt ook wel het Provo-jaar genoemd. Met wit als kleur van de onschuld en als aktiekleur worden er allerlei ludieke witte plannen uitgedacht met als meest bekenden de Witfiets en de Witkar.

Other white plans are White Philosophy (abolition of work), White Canals, White Chimneys (against air pollution), White Children plan (free childcare and against close family life), White Victim plan (the perpetrator of a fatal accident has to outline its victim with white paint on the road), White Wife plan (free medical care for women), White Chicken plan (meant as a joke, against the hard actions by the police, the “blue chicken”), White Bicycle plan, White Car plan and, recently, once more a White Bicycle plan. Just about the same time Provo member Roel van Duyn writes a thorough manual for Provos, strikingly entitled The White Danger.

Just before the wedding of crown princess Beatrix and her lover Claus in 1966, Provo spreads white rumors such as feeding sugar cubes with lsd to police horses

In 1967 Luud Schimmelpennink of the Provo party is elected in the Amsterdam City Council. He presents immediately his first White Bicycle plan the Witfiiets to the city council. Goal: about two thousand white bicycles driving around in the Amsterdam innercity. But without success.

A year later he comes wit the Witkar: a similar transportation plan, now in the round shape of an electric powered car, looking like a driving telephone booth. Meant as communal local short transportation going from one station to another. This project gets the necessary approval from the city council and it starts as a pilot project. However, the project finally ends in 1988

The Amsterdam public transportation department GVB begins in September 1999, together with Luud Schimmelpennink, again on a White Bicycle-project. As a start with five unmanned depots and about 250 bicycles. There is no bicycle-rental, but provides just transportation from one depot to the other. Just as with the previous witkar. This experiment too proves not to be succesful and early 2002 it stops.

Andere witte plannen zijn Witte Filosofie (afschaffing van werk), Witte Grachten, Witte Schoorstenen (schone lucht), Witte Kinderplan (gratis crèches en tegen het gezinsdenken), Witte Slachtofferplan (de veroorzaker van een fataal ongeluk moet het slachtoffer met witte verf omlijnen op het wegdek), Witte Wijvenplan (kosteloze medische zorg voor vrouwen), Witte Kippenplan (als grap bedoeld, tegen het harde optreden van de politie, de “blauwe kippen”), en recentelijk, wederom een Witte Fietsenplan. Tegelijkertijd schrijft het provolid Roel van Duyn een gedegen handboek voor provoos, treffend getiteld Het Witte Gevaar.

Zo verspreidt Provo vlak voor het huwelijk van Beatrix en Claus in 1966 Witte Geruchten, oa dat ze suikerklontjes met lsd aan de politiepaarden zouden gaan voeren

In 1967 wordt Luud Schimmelpennink van de Provo partij in de Amsterdamse gemeenteraad gekozen. Hij presenteert meteen zijn eerste Witte Fietsen plan, de Witfiets,  aan de raad. Doel: zo’n tweeduizend witte fietsen rondrijdend in de Amsterdamse binnenstad. Echter zonder succes.

Een jaar later komt hij met de Witkar: eenzelfde vervoersplan, maar dan in de ronde vorm van een electrisch aangedreven auto, lijkend op een rijdende telefooncel. Als collectief lokaal kort vervoer van het ene station naar het andere. Dit project krijgt wél de goedkeuring van de raad, wordt als pilot opgezet maar uiteindelijk in 1988 toch gestopt.

Het Amsterdams vervoers bedrijf GVB start in september 1999 samen met Luud Schimmelpennink wederom een Witte Fietsen-project, te beginnen met vijf onbemande depots en zo’n 250 fietsen. Het is geen fietsverhuur, maar voorziet enkel in vervoer van het ene depot naar het andere. Net als bij de eerdere witkar. Ook dit experiment blijkt in de praktijk niet te werken en wordt begin 2002 uiteindelijk afgeblazen.
